This might just be me, but I don't think stuffing every panel chuck full of shit just for the sake of it makes for good manga art good. There's people with very minimalistic styles that shit all over Oda in terms of visual story telling like Ishikawa Haruto or Nihei. Oda didn't use to cram panels like he has done over the last 10 years or so, so I think his current sense of composition is more of a consequence of him hoping to finish OP within his lifetime than out of artistic preferences or evolution. It's not a matter of his style being bizarre or unique looking either, I'm a huge fan of Itagaki's art myself, which most people would agree is far weirder looking than Oda's, but the former is better at handling negative space, composition, panelling, choreography etc.
