His arc pretty clearly peaked in Saiyans and Namek. More on the Saiyans side than the Namek one.
We can speculate a lot on "peak Toriyama" and other "Toriyama if he stopped holding back" scenarios but the only times I could look at a chapter and say "yeah this part is a bit phoned in" are around the Buu arc.
