I'm pretty sure it's just a gag that Oda thinks is hilarious so he doubled down on it. Someone in a previous thread made the argument that boogers are the easiest part of you to flick as a projectile, but Mr. 5 was literally able to turn his breath into bombs as well, so it could have been anything else like spit or hair and it would have the same effect. Oda just thinks flicking exploding boogers is funny I guess.
