I don’t think the Titans are the kind of Natural Enemy who have to “counter” their opponents. We’ve got growth types among the enemies, but I think the ones with really explosive levels of growth are the ones who started off at a lower level compared to the other Natural Enemies, as we see with the Robots who only had to deal with the humans, but are now rapidly adapting new strategies for use against the other Natural Enemies.

With the Titans, I think the point with them is to have the weaker ones die, but for the stronger members to gradually appear and rampage together. Maybe they could adapt some new tools based on the technologies of other Natural Enemies through smarter members like Berser, but I think it’ll only be a smaller boost to their side’s strength compared to the kind of rapid development the Robots are going through, and their main reliance will be on the members of their ethnic group who’ve “inherited the bloodline of the Chieftain” the most strongly.
