Toei looked at the Shibuya arc and went like "Damn, we should do that" but the overanimating of Gear 5 is clearly not what Oda is going for. We're in an era where people worship "aura" but the whole point of Gear 5 is anti-aura in order to take the piss out of these people entrenched in power that take themselves too seriously.
