Yeah, it has that level of over-the-top absurdity, but it's anchored by strong character writing and direction. While it's pretty well-known that Reze is the main antagonist, I think the marketing spoiling basically everything for the anime-onlies is unfortunate. When those chapters were coming out, I was seriously worried for Reze when the serial killer was going after her. Everyone reading at the time obviously had a feeling that she wasn't what she seemed, that she was trying to lure Denji into a trap, but the story went on just long enough and created enough moments where she could have gone after Denji but didn't to give her plausible deniability. The movie does a great job at capturing this even if the marketing doesn't. I feel an inferior director would have made it more obvious.

Your reading comprehension is awful. I complained that the anime failed to elevate the manga while also having tonal issues that brought down the experience. The manga is not meant to be replaced, it has things you can only do in that medium, like the use of visual sound effects or Denji cutting through panels. The original material of the anime (the OP and EDs) were fine, but I never got the impression that it justified its own existence, and in a number of ways, it had problems. For example, in chapter 1 when Denji asks Makima to hold him, the manga shows a genuinely taken aback expression from her. The anime cuts out this expression, when it's instrumental in understanding a character who's a mystery box for most of the story. I'm not going to complain about chapter 2 being cut down, I knew even before airing that it would have to be, and it was mostly reiterated information from chapter 1 anyway, and the important parts were kept.
