Jachi had longterm hopes for Kiva. The same world that brought him the opportunity to fight someone worthy also killed his best subordinate. Yet the Hero he wrote off, along with humanity in general, managed to survive in a situation that killed off a whole demon army.
I don't think Jachi himself really knows why he's so focused on Hallow. Part of him wants to prove that strength is still key and that he can easily kill Hallow or any NE he encounters without changing his strategies. Another part of him might be conflating Hallow with Kiva as someone with potential; he'd like to see how Hallow handles the new world that Jachi himself is starting to get worried about.
