Kishimoto definitely writes the major plot points, but i doubt he writes the actual dialogue. Kishimoto told Ikemoto to do whatever he wants with the manga and honestly atp it's more Ikemoto's work than Kishimoto's. Not only Ikemoto is the one giving us volume comments , but when Kodachi was writing Boruto , ikemoto said that he is usually given free reign over how to depict things so we don't know exactly how it is nowadays and i hope we get more info about this
