Yes, he is a broken, depressed man. His actions are inexcusable though.

He riled up a belligerent political faction, sent hundreds of soldiers to die and threatened to destroy Earth and kill millions of people. No matter how depressed you are, there's no way to justify those actions. Especially considering that it was all gambit to bait Amuro for a last fight. And considering how bad he jobs at that fight it seems like it was all an intricate and extremely long attempt at suicide by proxy.

At the end he is so petty he isn't even willing to admit he was wrong or admit Quess' and Lalah's deaths were his fault.

And before you continue sucking Char's dick bear in mind that Amuro, too, was forced to become a soldier against his will at a young age, he was forced to abandon his family, he reluctantly became a symbol for a political faction that was merely using him, he loved Lalah and and to bear the guilt of killing her (plus the all the Newtype bullshit including Lalah tormenting him after death), etc. Plus he also had mommy issues of his own.

Yet Amuro was full of hope and did the right thing until the end. No matter how you put it, Char is not even half the man Amuro is.
