You know, that's not a bad assessment either. Cutie Honey is probably the best case to look at. Most of the series in the franchise are aimed at boys, Honey doesn't have magical powers but is an android and it is closer to a tokusatsu than a magical girl.
At the same time, Cutie Honey brought in the transformation element that would influence future magical girl series, expanded on Princess Knight's aspect of fighting girls, had a 90s series that was very much closer in theme to magical girl aspects and it has also been associated a lot with classic "majokko" series, especially the 1999 PS1 game Majokko Daikasuken.
On technicalities, it's not a magical girl franchise, but aesthetic-wise, it's still very magical girl.
