I don't even know why people think Utena is a magical girl anime. It has some things you can point to, like something that resembles a transformation sequence, but magical girl anime aren't the only anime with transformation sequences. And the on in Utena doesn't resemble what you typically think of with magical girl transformations. And other than that it basically has nothing in common with a magical girl anime.
