>is that anime was consistently better overall once upon a time
You are posting the worst example for that.
Hunter x Hunter (1999) is loaded with jank and ugly looking episodes with subpar animation. Its second episode, literally the SECOND EPISODE, has every character being off model a majority of the time and most of the scenes being literal slideshows.
By contrast, 2011 is very consistent. It can maintain its general aesthetic and none of the characters ever go off model, all while providing great animation at times that call for it, rather than being wholly dependent on when certain staff are available.
