Literally just go outside. Go to the library, go to a park, look for local groups in things you’re interested in. Socializing and networking is how you’ll meet people.
Be friendly and open. Just because you are though doesn’t mean everyone is going to talk to you so also don’t expect that. However being kind and outgoing will get more friends than not
