Of course it matters. Or else evolution wouldn't have made changes to it based on the climate the race evolved in. In a northern climate, it is cold, you want it small so it doesn't freeze off. Small is nice and close to the body to keep it warm. Around the equator, it is very hot and bigger is better, unless it impedes running.
