One number measures crimes, only crimes, that's actions committed by people, not the number of people, by race.
One measures the number of people.
When you say "13% commits 60%"
You're saying 13% of millions commits 60% of thousands. That's BAD STATISTICS, fundamentally. I can't help you anymore than that.
