Under the JCPOA Iran gave up nuclear proliferation. Trump got rid of the JCPOA and sanctioned Iran which showed the Iranian leadership they would be punished whether or not they developed weapons to defend themselves. Obviously they took the former option. Trump is the responsible party here, along with the neocons and Israeli far right who pushed him to his actions.
