No, did you read my post? I was saying that there will always be racist individuals, but they will only fuck over themselves if they aren't catered to by the system.
You can't stop people from irrationally hating, but you can stop the government from playing into that hate by making it follow rules that treats everyone equally.
A lot of western countries were doing pretty well at that until the whole intersectional "you can't be racist to white people" infected them.
Luckily the pendulum seems to be swinging away from that again.
Countries can be not racist through the law, education and job market treating everyone equally, but they will still contain a small minority of people who irrationally hate other people. Changing the mind of those people can't be legislated, because it needs to be done with interpersonal interactions that counters their bias without being authoritarian about it.

I don't think that people will inherently get along just because they have the same skin tone, a communal identity that everyone of any skin color can opt into would be better for social cohesion. Essentially if you were to move to Texas, figure out how to be a Texan and then opt into that regardless of your race.
