Theres only so much they can do. Also, what if make up was banned during the punishment? So only naturally pretty girls get the sentence. I doubt many women would deliberately make themselves fat or disgusting, just to avoid a possible punishment should they ever break the law. None of the girls would likely ever expect it would happen to them...
