There was no Israeli occupation in Gaza, Israel unilaterally withdrew its settlers in 2005. There were rockets being fired from Gaza prior to October 7th, which required inspection of material coming in to make sure they weren't being used for weapons. Of course, history showed that that policy of containment was a mistake.
