Extradite for what? You tell people you're moving house somewhere new, they don't necessarily need to know who you are. How many friends and family you have and whether they're in on it will affect who even cares to check up on you.
Reporting wise I'm not sure how many would do so or where legal application comes into play what you do in the privacy of your own home even if that's railing your sister is going to be hard to prosecute.
