because they're majority volunteer ran and volunteer donated to. Churches or religious groups donate the most with ranchers and hunters making second. Local grocers usually the third most. There's also times when the aforementioned food growers and food gatherers end up with too much and just decide to give it away via the pantry over letting it rot. You'd probably be surprised but millions of dollars worth of food doesn't get stolen, broken into and burned down either.
All these things are prevalent in red states/towns.
