With a ticket. Get enough, win a prize. They're fun to drag out of homes and take possession of their cars. I can't remember much about dealing with them when I was on patrol and a marshal.

They take a lot of time. They often contradict themselves repeatably along with never shutting the fuck up.

One tried to take me to court and contradicted himself 67 times before I lost count. I got the judge to add perjury to his assault charges over his citizenship statement and more. He was assaulting an old lady over payment of imaginary bullshit before a punched him in the eye. I didn't even have a lawyer.
Record them and put them on facebook and the court of public opinion will set things into motion for the problematic ones.
