Cant really stop people from looking, but if someone is obviously creeping on kids they tend to get told by the other people to leave and in severe cases banned from the facilities.
(had an older man that was caught masturbating in the sauna at our local bathhouse and he got beaten up quite severely)
We have had a lot of problem with immigrants acting perverted in swimming pools which has led to some places having "women only" sessions a few times a week.
