It's like piracy. It CAN take major hits every now and then. But it takes actual willigness and perseverance from several parties.
Twitch doesn't have that since it's not always in their best interest to lower their numbers by a significant amount. It'd take major advertiser pressure and fraud investigations. Amazon would sooner shut twitch down or sell it.
