California has the largest homeless population because California has the largest population of any other state.
California has the largest budget deficit because it has the largest GDP of any state. Even a small deficit as a percentage of GDP in California is going to be way bigger than any deficit of any other State. California is fiscally sound.
California might have the highest income tax, but they have a progressive tax rate. What you left out is that only people making well over $700K per year pay that tax.
