emergency rooms can't turn people away, they have to treat them
poor people and illegals all know this, and routinely use them knowing they can get medical care and not have to pay, and hospitals don't bother trying to get money from them because they know it's a waste of time
they get treated and just walk free after that
it also means depending on where you live emergency rooms can be packed with people who really shouldn't be there, making it more difficult for people who actually need their services to get care
