They are amateur, and you'd have to be wearing nine pairs of rose-tinted glasses to say otherwise. Like this is what comes to mind for me, it's a scene from the Season 1 episode Pinkeye:

>mr. garrison is about to announce the first prize winner of the halloween costume thing, it cuts to Kyle looking excited
>then the scene goes back to mr. garrison, who then reveals that wendy is the one who got the costume, not kyle
>cut back to kyle who's now angry because wendy has the same damn costume as everyone else and he's frustrated
See there's a natural through line here, everything stacks well and makes sense. But the next part, the punchline (which is what this entire segment was building up to) is where they fuck up, because there's no payoff.

Early South Park is littered with little mistakes like this. Not enough for the casual viewer to particularly care, but if you're looking at this from an artists' perspective (like Trey & Matt are) those little fuck ups add up.
