this is not 2017 and landlords are not scraping by, they are making hand over fist and making sure they can'[t exacerbate that is plainly a good thing. and I agree with you the long term solution is building more houses to destabilise the rental market, as per the second part of my comment this means buying land back from private owners and building social housing. also by every metric the free buses have been working.
