Hiroshimoot doesn't do anything. Most of the threads get past the filter because they're VPN'd IDF agents or golems paying for accounts and not using the tripcodes they're given. The rules being enforced would clean up the place, but then no money would come in, so it's pay almost no dollars to keep up a dead website, or steal from jew coffers to keep a dead website fake-alive.
