They could have spammed bills and referendums this whole time and just didn't until it got so bad even Trump is having a hard time ignoring it. It's unfortunately just showboating and playing pretend at this point in time anyways but the Republican votes for kicking Trump's teeth in are encouraging. Though I think we're doomed as a nation if we don't hunt down the bootlickers in both parties.
