I think he's the program. a press release calls him a rouge ai, whatever that means. I use the term "load bearing boss" to describe him all because of how the circus started to break down when he lost his concentration for a second. Either they're one and the same or he's the source of the world's structure at least. It's possible that he's the program itself that was coded and then he made the rest of the game. Maybe the programmers were working on an ai and it cascaded from there with making the game, or someone he genesised out of random code and took over the computer/ whatever game was being worked on. Something has to be there to explain why the program breaks without him.
To be clear, though, he is inside of a computer, he is not the computer.
