The story is the dog doesn’t want his testicles removed, and also he is in love with the girl next door.

But I get the “random scenes put together” criticism. I can see the overarching story and conflict, but the movie feels kinda like a mini series that was edited into a feature film. Instead of scenes bleeding into one another as a cohesive whole, it feels like it’s cut up into a series of successive “chapters.” I feel like I could point to scene transitions where they made room for a commercial break.

This isn’t the first movie where I’ve noticed this kinda thing, but it’s not done particularly well here and that makes it stick out more than usual. And I don’t see any good excuse for it either.
