You can make your own educated guess and get to the truth, more or less. I mean, with the help of some anons' ideas from previous threads, this is basically what happened: the writers were under pressure to produce MANY scripts VERY fast. And so they could not stop and consider how to feature every character they had, in an interesting story they could organically belong to. Spoilered because you CAN (educated) guess all of that.
