He wasn't created to be a solo hero, he was created to be Batman's sidekick. The only reason he branched off is because the writers were being edgy and crying about Batman being a serious mature loner and Robin making him "too kiddy" but he was too popular a character to just get rid of so they threw him on the Totans and teamed him up with Batgirl in Batman Family. Then when they realized he was doing numbers they decided to just have him be a main title character and give Batman some rando as a sidekick.
Dick doesn't need to hold down his own title to prove himself, not only has he done so multiple times over, but hes what made the story in the first place. Batman didn't even have his own book until they introduced Robin, then it catapulted him to stardom.
