Superheros being active in other countries would be cool also, one of my fave parts of the Hit Monkey cartoon was seeing all the characters active in the Japan setting that fit like Lady Bullseye, Silver Samurai and Fat Cobra. Most we really get is Alpha Flight for Canada, Winter Guard for Russia and that's about it from the top of my head.
