Only in Tom King's CIA rotted mind. The Freudian catmommy shit is all from him, originally, it was a lot more of a playful push/pull flirty relationship with a BDSM undercurrent. King committed the cardinal sin of not making the Bruce/Selina relationship fun. You can have other elements there as well of course, but it's the playful, almost capricious (catlike, if you will) element in their relationship that makes it work, regardless of where on the spectrum Selina falls on the spectrum from criminal to vigilante.
Talia, on the other hand, is the super dramatic, high-effort relationship. Even if you don't go with the full evil rapist version of her, it's always been more about Bruce coming into her/her father's world than her coming into Bruce's. Whereas Selina and Bruce essentially live in the same world, both being people shaped by their experiences in Gotham.
