What struck me when reading her early comics is how true that is. It was pretty clear from the outset that Batman wasn't really serious about apprehending her for her crimes, and that he was far more interesting in "rehabilitating" her than arresting her. And it makes sense too, bc whereas so many of Batman's other rogues are homicidal maniacs, someone who rips off big diamonds or rich art museums while never really endangering anyone is extremely low concern by comparison.
