The rule is "no fucking hybrids". There are ways to say, become a Garou Ghoul or just pick up some sorcery (Haight did both, since even he recognized how shit it was to be an Abomination) but becoming any full supernatural, locks you out of becoming another. Abominations (Garou + Vampire) are the one exception, and don't last long.
Marcus probably just met criteria used by the eye to use it, and didnt become a imbued Hunter who are legit blessed by Angels of the Christian God. Since Imbued can't enter the Umbra nor be forced into it.
