Anon, I don't know what you think a "cold-blooded killer" is, but mob hitmen qualify. And to be clear, you're incorrect about him always needing a score to settle. He very much has killed people just because they were in between him and his goal, or happened to be in the wrong place at the wrong time and were witnesses to his crime.

He fed Jason Todd's parents to alligators in his "first appearance" storyline. He was never a chill dude, he was explicitly meant to be a guy that if you offended him would circle back to break your neck. He did not let a slight go unpunished. He was a bit of a Bane prototype. While other villains had outlandish gimmicks and would banter with Batman and Robin, Croc was a mob hitman aiming to be a mob kingpin. He just fucking killed people, ruthlessly and efficiently.
