Werewolves aren't allowed to breed with other werewolves because it creates fucked freaks and may also create the werewolf anti-christ. So most garou only breed with humans and normal wolves. Being a garou isn't a curse like vampires are so they can only be born and not turned. If you're a kinfolk with some gaia blessing which can happen then if you're picked up by one of the clans your new role in life is literally werewolf breeder.
