Are you talking about the one time she was in Slabside Penitentiary?That's the only appearance she has where she's in a prison pre-New 52, and that wasn't exactly specific to "maneaters." I just skimmed through every appearance before 2006 and I see nothing suggesting she's ever eaten or wanted to eat a person.
"Legacy" Orca last showed up as a corpse in 2006. Even if she was canon, she'd already be dead.
