No, it’s more of a Japan isolating itself from the outside world sorta deal. See the barrier around the continent was set up a couple centuries ago during a huge war with the Diabolarch or Devil King. The war required magic users from all over the world (or at least the parts he was trying to conquer) to come and fight or otherwise serve in the war. But, when the continent got sealed off, it lead to tons magical knowledge being sealed off with the continent. As they had no way to contact the outside world or vise versa, the outside world had to adapt to the loss of magic users by advancing technologically. While there is still magic outside, it’s less advanced than the sealed continent. So the outside world has a whole steampunk/western/pulp fiction theme.
