Yeah,, that's the core of the issue. Cyborg on the Titans made sense because everybody is on a similar position as him. Robin is a sidekick in the shadow of Batman, Raven is a half-decent who endured abuse, Starfire is the fish out of water, Beast Boy had his appearance changed and a traumatic backstory. Donna struggles because she has no backstory. Jericho had his throat cut. And so on. They are all young as well, so it makes for food coming of age stories.

On the Justice League Cyborg never made sense because nobody can really relate to him all that much. Like what are Hal Jordan or Aquaman gonna tell to him? Or will Batman help him in any way or will he just device contingency plans to kill him? It just resulted in awkward scenes like this one where it's revealed Vic has been living alone in the Watchtower for five years and none of his teammates ever really noticed.
