I would make more sense than Joker's dynamic with adult harley.
I can more easily buy the Joker not being actually interested in Loli Harley, but exploiting to naivety and a childish crush/admiration to string her along.
Besides its not like Batman is going to go all out against a little kid, so it gives him a bit of an edge there.
