It's not even Rorschach believed this, but young school boy Kovacs believed this. In prison, Kovacs even says when he first got the mask, he was only pretending to be Rorschach. So Moore having a homework assignment about Truman be a sign of Rorschach's hypocrisy was a tad weak but it's suggesting even current Rorschach would think highly of Truman's actions. It's clear throughout the story that Rorschach is a patriot that has a positive opinion of those who serve like the Comedian regardless of Comedian's "moral lapses". Moore believes this is hypocrisy to value American lives over foreigners. Rorschach cannot stand that Veidt massacred millions of Americans.
