That's good to know. It's the compromising thing that I'm hung up on. Making that his sticking point and not saying it's wrong, just telling Manhattan to do it means he isn't trying to make an appeal to any sort of anti-atrocity moral, it's really him seeing through the investigation and blowing the lid off a secret.
