I get what you mean but I still strongly believe that giving even a small inch to off-topic discussion no matter how minute it may be just spiraled into a bigger problem when you have people disregard /co/'s purpose altogether
A no tolerance policy just seems like the simpler and easier to understand solution to /co/'s off-topic plague since it erases any sort of confusion over what exactly is /co/ related
As bad as /a/ can be, I envy them being able to stay focused since it's telling how their worst posters come to /co/ thinking it's easy territory because they think /a/ is too mean or whatever
I would love that energy poured into /co/ since ideally this board concentrating on healthy discussion on introducing comics and cartoons would be preferable than making this place default as a blue /b/
I see the value you bring up but I don't think it's worth it if it can encourage the larger problems
