Sounds like a headcanon to me, he seems to be gaining more personality with time. In the beginning of the show he leant more towards being just a slapstick cartoon character.
What gives you the impression he used to have more personality and is proceeding to lose it?
The fact that Ragatha said she failed him? Yeah, she would probably feel like that if he was just a silly guy/funny bunny that wouldn't listen to her or open up to her, until her concern got under his skin and he developed the kind of feelings that makes someone an asshole. Either/or from annoyance, or fear of the feelings that's evolving in him - and how emotionally and literally threatening that is in this world.
Maybe there was a cute little human that took a liking towards a gun toting NPC with a thing for Australia, and after some appendage edits and maybe some sneaking into places they shouldn't go with keys they shouldn't have, they were able to fool Caine into thinking a new human arrived.
And maybe this cute little human didn't end up finding a fulfilling, human enough connection in this NPC, wasn't saved, and ended up abstracting. Leaving the NPC feeling a bit more human, to his horror.
Or maybe their meddling Caine really got mixed up, and he deleted the human.
The moment where he said he loses track of who's human and who's not was pretty weird.

Sounds like you're racist against computer programs and don't recognize their development as valid.
Did Gummi mean nothing? Is a personality only real if they originated from flesh? Are they all going to cease to be real because their flesh is rotting away somewhere, or because their flesh doesn't even know/care they left a digital copy of their brain in that computer, and abandoned them?
