Most sites are censored because of laws of the country they're hosted in (US, German, France etc), fears ISPs from country with most of their users will block it, or have been forced to by companies handling their payments (ex. paypal, mastercard, visa).
Recent examples;
- DL Site removed all American payment processors due to them demanding censorship (removal of loli content etc), currently non-Japanese ISPs can no longer see games with that content
- ATF was blocked by French gov
- 4+4chan has an alt domain .se that got blocked by a German ISP, preventing anyone, including the admin, from accessing the server.
