Pally isn't bad, it's nice and thick which is good if you aren't using a bubble, but it does have a kind of... "nintendo game" feel to it that might clash with the subject matter. Also a little trick I use, which is stupid but it works: copy the text onto a layer underneath, invert colors or use -100 brightness to make it black, then use either a "glow" effect or gaussian blur to give it an all-around shadow. Can increase the radius of the glow/blur when applying it. If it looks too weak, copy that layer over itself until you get the density you want, then combine. It won't be as clean as an actual outline, bubble or border but is good for "lesser" text like onomatopoeia or muttered speech, you see small out-of-bubble text like that very often in manga.
